We will use the DC output of the sound level meter. If the DC output voltage is 2.5V at full scale, and 10dB corresponds to 0.5V, the settings for the DS-0221 should be to set the input coupling to DC, the unit name in unit calibration to 'dB', and in the menu under [Analysis] → [Calculation Functions], if the range of the sound level meter is 100dB, enter the formula 'TIME*20+50' in DISP1. If the range of the sound level meter is 90dB, the formula in DISP1 will be 'TIME*20+40', and for the 80dB range, the formula will be 'TIME*20+30'. This will display the level on screen 1.
