Is there a status indicating that the panel conditions have finished loading?
there is no.
As an alternative, you can use commands to retrieve the status. In the case of RS-232C, sending the TRC (read time) command or LBC (read panel condition label) command will return the time and label after the panel condition has been read, allowing you to confirm that the reading is complete. In the case of external control (LAN connection), you can send status retrieval commands as an alternative. For status retrieval commands, please refer to "5.12 Status Retrieval Command Reference (P.89)" in the CF-4500 instruction manual [External Control Function].
